glibc-header package removal

The glibc-headers.i686 and glibc-headers.x86_64 packages were removed in Fedora 33 and replaced with a glibc-headers-x86.noarch package. Additionally, the glibc-headers package has been merged into the glibc-devel package on the other architectures. As a result, system upgrades will work more reliably. There is no change in the user experience. To test this replacement, upgrade from your current version to Fedora33.
